Coming on the heels of a decade of rapid growth in real estate prices, the foreclosure crisis has had wide-ranging consequences for homeowners, communities, financial institutions, and the country at-large.

It is within the context of the foreclosure crisis that the scourge of foreclosure rescue scams -- the "second wave" of foreclosures -- has grown so significantly. Before the real estate market collapsed in 2006, there was no "loan modification industry." Today, the loan modification industry is booming.

Loan modification scams are schemes in which unscrupulous people take financial advantage of homeowners facing foreclosure. Scammers target homeowners in distress guaranteeing help with saving their homes. In reality, the scammers may hasten foreclosure by charging expensive upfront fees, doing little to no work, taking title or redirecting mortgage payments.
